the Xerte folder is set to 755 for permissions

permission 755 in this case might not be enough, because xerte is probably owned by the ftp user, and apache is trying to write to the folder, and apache is running under a different user as the ftp user. Could you please (temporarilly) set the permissions to 777?

Yes, I think that that the actual error log is synched to this location every evening, so that you can (much later) have a look at this. As you have tried to install before, can you check the error_log file for any entries on xerte/setup/file_system_test.php?
