Ah, yes, as you are using php-fpm, you're not using the Apache2.4 php module, but the cli version of php (through cgi). So you need to change the cli version of php.ini.

Also make sure that the max_post_size is at least the same as the max upload size. (default is 8MB).

I had changed max_post_size to 52M in the php.ini for fpm but not for cli and cgi. This is now also done.
