I'm on page 14 following this instruction:

Then start a web browser, and then visit this address
http://localhost/xertetoolkits/setup/

But this link doesn't take me to the right place.

Can you please verify (using the XAMPP control application) that MySQL and Apache are running?

They both are lit up green and say "stop" under the Actions button so my guess is that they are both running.
