after your reply. I did more test on different share hosting.

test1:New setup version 3.2 on hostA, same problem with chrome 51.0.2704.84
test2:new setup version 3.2 on hostB, same problem with chrome 51.0.2704.84
test3:get help from hostA support, they trial on firefox. no problem
test4:I trial on firefox, got 403 error messages.
test5:I Switch to other internet line B (different ISP) with firefox, no problem on hostA and hostB
test6: on internet line B trial with chrome 51.0.2704.84 on hostA and hostB. same problem.
