Creating content material without internet connect

Good day

After struggling to create, edit and publish XOT projects without internet connection I realized that you need internet connection for the XOT development tool to work effectively. Is there anyway of downloading or installing the tools or extra software required to completely run operate XOT offline?

I bring this question because our school XOT server will not be connected to the internet when the kids are accessing it for obvious reasons and this is the time when teachers will be available to create content for their subjects.
