drag and drop labels

Hello,

I have a grid that I would like to fill with different concepts but there is not a single answer (one concept) not right or wrong answers since it is a reflective/formative exercise. I am not sure which will be the best tool. I will appreciate suggestions. i am attaching the grid as png file.
