Cannot create new project and editor not working

We have installed Xerte 3.0 with Moodle and now we have some problems:
1) we cannot create a new project with Xerte online toolkit: in fact the editor it's open, but not working properly (see image)
2) we cannot create new folder from the menu.
Some days before it was working normally.

when you say that some days before it was working normally do you mean the same xerte version in the same place as it is now inside Moodle or an earlier version e.g. have you upgraded from an earlier version? If so you'll need to follow the instructions in the guide to upgrading in the documentation folder to change the authentication method via management.

Also clear offline files if you have upgraded and try again.

If this is a new install inside moodle that hasn't ever worked then my hunch is permissions and you should have been prompted about this during installation.

If this is an installation that did work inside Moodle but now doesn't can you describe step by step what changed?
