I am running a local install using Xampp.

When I try and upload an image using the XOT media browser, I get the following message: Unable to upload "filename". "" transfer error.

See attached screen shot.

Try to rename the extension to lowercase.

That doesn't seem to be the problem (see attached).

Can you please make a copy of editor\elfinder\php\elFinder.class.php and replace it temporarily with the file attached and then try again?

Are you sure you sent the corrent screenshot, because this is the same error, and I would have expected a slightly different error.
