I will assume that you downloaded the learning object as a zip file. Have you tried opening the index.htm file in a different browser?
If you get the same negative result, may be you could try using a different template page to embed the video.

Why didn't this problem happen in previous versions?

oh yes! Now I have tested it myself. You're right, the video doesn't show up. I wonder if this new Xerte version limited to some extent the capabilities of the offline package. Also, I’m using the editor with XAMPP from a local machine, and this should be something to take into consideration… hmm too bad if this is the case.

what's the reason you are using offline export? It has only ever been available for XOT projects and mostly for those who needed to share resources via CD/DVD/USB/HDD which required changes to the way things load to overcome browser security restrictions. If you simply want to share your projects via a webserver then deployment export is the correct choice. With any of the exports there are some features that will only run properly via a webserver direct from Xerte.
We might be able to resolve the problem with video not loading via offline export in a future update but again can you explain why you need offline export?
