Can I sign up at sign up at www.techdisplayxerte.info. This doesn't seem to be working. Also, after downloading the software, which file do I need to run in order to start using the software?

Xerte Online Toolkit’s is a web server application. You can run it via a local web server like xampp or you can install it on a public facing web server. You can’t just download and double click a file.
Download and set up xampp then download xerte and follow the installation guide in the documentation folder.
