In my experience the most common issues when moving and upgrading and/or changing servers are as follows:
Ensuring that all the files and folders and the database are moved/copied including the db account and correct permissions etc
Ensuring that all the system requirements are in place xot.xerte.org.uk/play.php?template_id=81#systemrequirements
If the site url and/or paths have changed then changing those in the db sitedetails table accordingly.
Ensuring that any firewall rules and dns etc are correct for the new server too as well as any ldap or sso configuration.
The fact that you are seeing setup suggests the database connection isn't working which could be any of those things and you should probably check them all anyway.

tom Offline Administrator Posts: 1333 Thank you received: 333	Rerouting to the setup page is always an issue with database access. The access to the database fails. Check the settings in the file database.php.
