Is there any possibilities to use SQL server 2012/2014 instead of MySQL Xerte Online Toolkits

No, not directly. It shouldn't be difficult to port the code though. Nothing really fancy is done with tha database.

See setup/basic.sql for the schema, and website_code/php/databse_library.php
