I don't have a LMS or LRS. How do I set up Admin and users?

I don't have an LMS or LRS. How do I set up Admin and users on a local server installation?
I only want the users who create their content to access it and not others users in the system unless they are sharing their content.

Set authentication method to Db in the management.php page and create users in the management page as well.
