yes sorry your link doesn't appear to be public facing so we can't see that. The attachment must have been blocked too. Do you have a Dropbox or Google drive account where you can put that zip and share the link?
Yes the SCORM 2004 3rd ed export is probably the best option to use but it won't generate a separate table of contents in the VLE like some other SCORM packages might.
Try Firefox for viewing the LO locally. You should be able to skip past the API alerts and then see the LO.

I have sent you an email with a OneDrive link to the .zip
When I tried using Firefox I could see the LO but as with when it is uploaded to Blackboard the media is missing.
