scrom upload`

I am using xerte 1.1 where i can able to upload a Xerte scrom where s if i try to upload other scrom files from internet i can't able to upload.
i am getting an error message "File Transfer has failed *** only xerte templates are currently uploaded".

Any help on this is highly appreciated.
