Hmm. Ok. This is most likely caused by the fact that the .htaccess redirect rules of TSUGI are not executed properly.

How is your Xerte/TSUGI hosted? If using apache, you have to make sure that something like the follwoing is in your apache (virtual) host definition at the minimum:

<Directory /var/www/xerte/tsugi>
AllowOverride FileInfo Options
</Directory>

Where /var/www/xerte/tsugi is the file path on the webserver. Of course 'AllowOverride All' would work as well.
