Xampp creates something called a virtual machine server on your computer.  With Windows 10 operating system, you can sometimes confuse the underlying operating system if you don't expressly start and stop XAMPP in a prescribed order each time you use it.  start XAMPP start Apache then start MYSQL.  then open Xerte.  For me, when I go to exit I can't just quit out by clicking the X button.  I have to deliberately go through the reverse process. log out of xerte, stop MYSQL stop Apache then exit out of XAMPP If I don't the next time I try to use Xerte, it may not load correctly.  If that happens, shut down and restart your computer.  It will reset and then reload the memory cache a whole lot better.
