When trying to access a javascript only LO using XAMMP localhost, all I get is a blank page. The same LO exported in a deployment package using the flash engine works fine. Is there a step that I am missing here?

I am not exactly sure what you're trying to do, but if you're exporting an html5 package and try to view it by unzipping the package on a local disk and then double-clicking the index.htm file, that doesn't work.

The contents are loaded dynamically and modern browsers refuse to load dynamic content from a local disk for security reasons.

You need to put the learning object on a webserver as well.

So I take it, trying to open the index.htm file in a browser using localhost will not work, correct?

No, that should work. Suppose you unzip the LO in a subfolder of your XAMPP installation, i.e. LO, then browsing http://localhost/LO/index.htm should work.

Double-clicking on index.htm from the Windows explorer doesn't work.

Opening index.htm from the localhost browser results in a blank page. The same issue happens when uploading the html 5 files in the deployment zip to a server:

eflmedia.net/m302/act11/index.htm

The page source can be seen, but for some reason, not the LO.

Hi
In addition to what Tom has said a few extra comments/questions...

1. When trying to view an extracted project locally try opening index.html in Firefox - you might find that will load the LO whereas Chrome/IE etc won't. Or try the offline export option instead.

2. In your extracted folder do you have /common_html5/js/script.js ?
Exploring the link you sent I'm wondering if your export is incomplete for some reason. Try exporting again and then Firefox or replace the online copy.
